TRAFFIC EXCHANGES ARE PROGRAMS WHERE YOU SURF FOR CREDITS IN EXCHANGE FOR ADVERTISING. THE MORE YOU SURF, THE MORE ADVERTISING CREDITS YOU ACCUMULATE.
The above sums up why people use them, i.e. they want the credits surfing brings them so that their site is shown to more people. But most people use them wrongly. As yourself if you would click on an affiliate link while surfing to get yourself credits. I think the answer would be NO!
Another drawback to using Traffic Exchanges to advertise an affiliate link is that those who are surfing can see and be interested and go straight to the site, bypassing your link. The best way to advertise on Traffic Exchanges is by using Squeeze/Lead Capture Pages.
Traffic Exchanges are used by both those who are just starting out and also those who have been in Internet Marketing for some time. And while doing some come across an advert that offers them what they were looking for and also one that caught their eye. And if all they had to do was give their name and email address they might do so as it only takes 10 to 15 seconds and can be done before clicking on the next one.

Traffic Swarm was one of the first Traffic Exchanges and is still one of the most popular. But that is all it is, but others also allow you to place adverts that others can click on and earn points. And others allow you to build up points which you can sell back to the company. And other services.
This is another one that has been around a long time. I have been a member for some time, but have not done much with it recently. But all that has changed since I attended a conference in Bristol where both I and the Robert Puddy, the owner of the site both live. While there I joined his Training Programme, which will be reviewed elsewhere. Due to doing so I was given a copy of his program on the best way to use Traffic Exchanges. Another attender was Sunny Suggs, the owner of Boot Scootin, another Traffic Exchange. She had already joined the above mentioned Training programme and is the author of a book on how to use them. These as mentioned above exist to show people programmes they can join as affiliates, etc and he like like all other TE owners runs competions to encourage people to surf even if they have upgraded. You are encouraged to advertise your link to get people under you as you earn credits when they surf. Here you are given random referal when you surf.
They all work on the same basic principle, but each on has something that the others do not. Here it is a facility to Submit Articles. He says:

Submitting Articles is an extremely good way of Branding Yourself and establishing yourself as an expert in the topic you are writing about. The more you put yourself before others the more you will benefit.

All of these you can upgrade in the members section, but others invite you to upgrade as soon as you join for Free. This is at a very reduced rate to what you would pay if you joined later. You are also given bonuses which are not available later.
Once you have upgraded and been returned to their site you are then given another bonus of a Free Upgrade to another of their Traffic Exchanges, or those of their partners. You are asked to pay $0.01 for the first month and a reduced amount from then on.
They in turn offer you the same deal and this carries on until you come back to the one you first joined. As with all advertising you pay either in time, or money. But as time = money and if you are spending time surfing you are not doing other things which will bring you in the money you need to pay for these upgrades.
